Hardware Error code 007-6106

Hey guys, I had a 3DS that was giving me some trouble, going to a crash dump screen or hanging on loading every time I would start a game. I backed up the NAND and my saves and formatted the SD card and system memory. Absolutely nothing on either and it's not letting me install Sudoku from the eShop because of "error code 007-6106," and obviously Tiksweep isn't an option since my DS is, as of this moment, not hacked. What can I do?

Some things to try:
Edit: aw shit I didn't see that last part. You can't do much if it isn't hacked. The most I can recommend is a system format.

Update Luma to latest stable.

Rule out the SD card. Try to use a different, brand new SD card, specifically of a good brand and made in japan. Sandisks are Kingston are nice, I hear.
