It keeps saying this error when I try to connect

No anti virus on or firewall, tried to install and reinstall - didn't work

I read all what Nintendo had to say about this error and didn't help at all.
So can anyone help me? please? will really appreciate it

Oh yea btw im using the Nintendo WiFi Dongle.

(sorry for the late respond, i was on a school trip for a few days)
