Homebrew Error 002-0102 Help

If I have A9LH does it matter?

Oh then your good to try it I guess. A9HL will still work and you can use godmode9 to restore the file if it bricked. Deleting the file won't harm your a9hl install so it's safe to do if you back the file up first.
 
So it still seems like all you really need to replace is the banned/flagged LocalFriendCodeSeed with a legitimate/valid unbanned/unflagged one.

Which isn't easy unless there's some way to generate a valid one or intercept the data being read from it with NTR or something
 
Backing up le NAND as we speak

If you have godmode9 a full nand backup isn't required. Just the file you deleted. But I suppose it's better safe then sorry. if restoring the file doesn't unbrick then you'd do the full ctrnand restore. You 99.9% likely won't have to do that and just restore the file in question instead.
 
Check to see if the file was regenerated. If it was, then it's safe to delete.
From what I can gather the only thing that he did to make his 3DS work online is import an unbanned LocalFriendCodeSeed from one 3ds to his other 3DS, which is something we've known about for a few hours know :(
