I did not see this posted elsewhere but it seems the legendary PS1 emulator ePSXe got an update for the first time in several years.

Short changelog:
Multiple changes has been done in the Pad support.
The internal SPU plugin has been updated to the 1.7.0 version.
The iso support code has been rewritten.
The MDEC decoder has been rewritten.
A new version of the Pete's Software Plugin is included.
The XA/CDDA support has been worked in this new version.
Many things have been fixed in the cd-rom decoder and the core.
Opinion piece:
For those wondering the main competition when it comes to playing PC games as far as PC emulation of the PS1 is between ePSXe and pSX emulator ( http://psxemulator.gazaxian.com/ ). The former had not been updated in several years but sported a big collection of nice plugins (that did/do get the odd update) which made life quite nice for people (some of the plugins feature upscaling/reworking type features) at the cost of simplicity (be prepared to tweak to get things to work in the first place).
pSX emulator is the relative newcomer and favours simplicity (and boasts decent compatibility and speed on modern machines).
Both do not feature BIOS emulation and consequently need an easily obtained bios file (which much like roms are not able to be linked here).
PS1 translations and hacks have started to appear:

(check also some of the PSP forums as the PS1 emulator for the PSP has generated renewed interest in the area and recompiles of the older tools).
