I don't think that music makes or breaks a game. That said, a game that's usually really good all around often means a lot of effort was put in, and it shows, usually even in the music. But that's just my experience. For example, Metroid: Other M was a very bad to mediocre game (yeah, I did somewhat enjoy it overall, but that's besides the point), and the soundtrack was easily the most abysmal I've ever heard in a Metroid game.
Alternatively, some Sonic games are great examples of games with amazing soundtracks, but just weren't that good as games.
