Many emulators of different consoles. Several have already been ported to work with the 3DS. Check its thread in the homebrew section here.

i have most of those already and i think i should have worded my question differently i'm looking for ones that support 3ds games like super mario 3d land, mario party island tour, monster hunter 4 ultimate, etc.

That's not an emulator. Those are really 3DS games.
You need a flashcart or a CFW to play those and that's only possible with firmware 9.2 or below

You don't need a flashcart, but you do need a console on 9.2 or below.

Here are a couple of guides to get you started.

https://gbatemp.net/threads/rxtools...rom-browserhax-homemenuhax-to-rxtools.398420/ (this guide also works for o3DS just with somewhat different instructions, scroll down on the page to post #5 for the differences)

http://gbatemp.net/threads/tutorial-how-to-install-a-cfw-on-a-9-0-9-2-n3ds-without-cn-oot.398394/ (this guide is made for the n3DS though)

Use whichever one you find easier to follow.
