Hacking Easiest way to downgrade 4.0?

Greetings,

I am trying to play VC/Wiiware games from a different region but am on 4.0. I have bootmii installed on boot2. I tried installing start patch but received the 1017 error. I would like to downgrade to 3.2 to install starfall but am not sure the fastest/easiest way to do so. Please advise.
