I want to duplicate my SD card to another one that is brand new because I think mine might be going bad. Not sure. Odd read and write times, etc. Can I simply do a file copy or do you need to do a block level copy? Just looking for a little guidance. Thanks.

If the cards are the same sizes, you can do a block-level copy. If not:
  1. Backup all emunands and other partitions on the original SD Card using Hekate.
  2. Install just Hekate to the new SD card.
  3. Format the NEW SD card with Hekate with the same number of partitions.
  4. Restore the backups from step 1 to the partitions of the new SD card.
  5. Copy all files from the old SD card to the new one.

I'm going to try Win32 Disk Imager
