Homebrew Dumping Pokemon x cartridge and randomizing

I have a few questions.

I have Godmode9, Luma3ds8.0, and FBI.

I know I can dump my Pokemon x game cartridge but
1. if I do can I randomize it with pk3ds.
2. If I can, can I put it back on the cartridge leaving a randomized game?
3. If I can, can it be used on a non-homebrew/CFW 3ds?

What is Modemode9? I don't think that it is possible to put game back to cartridge, but I can be.
EDIT: Impossible, cartridges are read only

If the randomization is a variable in the game's save file, maybe. If it's a change in the game code (like a patch or temporary change) definitely not.
