How should I go about dumping the 9.2.0 home Menu memory on a 3DS; should I use some sort of CFW, NINJHAX, SPIDER, etc?

Use NTR 3.0. It has a process memory dumper. Just check the info of them until you find the home menu TID.

I assume you know how to run NTR 3.0?

Ninjhax 2 actually uses a home menu ropbin. It stack pivots over it.

I could probably give a basic writeup based on the debug text in the exploit. I'll pass on that for a while though. Probably best not to yet.

Press x+y to open the NTR menu. Then, process dumper. Then, check the info of the PIDs listed until you find the home menu TID.

From what I can tell, 0x00100000 is executable, and 0x08000000 is everything else. Is this correct?

Sorry, project fail. And I'm not quite sure. Just dump both.

Bad choice of wording. The project I'm working on started having compiling errors again.
