Yes, the WiFi isn't fast enough and the DS doesn't have enough memory to stream videos.

Isn't the Wifi on the DS the same as the PSP? Both are Wireless B. So how could the PSP go on youtube.

FASTER PROCESSOR ...MORE MEMORY in the PSP that's how!

It has NOTHING to do with the wifi standard!
