Some cheats are enabled/disabled via button combinations like (L+R+Select) or something like that, which it will say in the cheat menu.
Not all cheats are able to be disabled though (in-game that is). For asking the question which is best flashcart comes down purely to opinion. Each person likes different features offered, different teams supporting the card, etc.
