Yes, get a capture card. That's as good as it's going to get.

Is emulation 100% ?

Is it ever..? People have been emulating the DS for many years now and it seems to be good enough. Some emulators can even do automatic upscaling for 3D graphics.

(To be clear, "emulating" a DS on a 3DS in the style of mGBA is not a thing and probably never will be.)

NDS emulators seem to only be reliable on anything other than computers using AMD GPUs I’ve learned

Any Android device or NVidia pc I’ve used for NDS emulation was flawless by anytime I tried an AMD GPU based PC it’s a buggy miserable experience (mostly black screens)

I don't know what exactly your experience is, but there is no reason that every DS emulator should somehow be incompatible with AMD GPUs and I very much doubt other people would say the same.
