Not necessarily, but it's possible. Leave it for a few days somewhere warm and dry and try it again.
Well it's been this long and nothing. Is on my desk not warm enough or something?
 
I would say it's safe to assume that you accidently fried it. Either try what the guys suggested or live and learn; whilst electronics and water don't mix, that only really applies to when there's electricity going through it. If you let something dry for long enough, chances are they'll work again

Well is there some way to fix it when you don't have any budget to work with?
