@engruzii my guess (it has happened before and I would not be surprised if it is happening here) is the much like the licensing things that result in everyone outside Japan being denied such a series (and as much as I like Atlus even their localisations of the OG games were somewhat butchered translation wise) voice actors (or if you must Seiyū) command a fair bit in Japan and contracts as fun there as they are anywhere else (need to be paid multiple times for different uses)
However if people are hacking the game and the voice overs come from existing anime voice acting would not be so hard to add, possibly IP problems but technologically speaking it would be a doddle.
