To put it simply, it refers to various traits (of which some of them are quite fetish) of a fictional character, which Japanese geeks find it attractive.

Yes, this a moe-themed English training game/dating sim of sorts.
The main girl characters are named Word edem Angel, Idiom edem Arc, Grammar edem Power and Conver who help you on their different English exercises, then you progress to a dating sim mode where you must answer questions in English to impress the girl of your dreams.
It's file size is pretty big due to the voice acting.
