ROM Hack Dragon Quest IX - install the DLC with a patch

Is there a way to add the DLC to the game without connecting to the wifi? Maybe by patching the rom or the save?
For some reason I can't seem to connect my NDS to the wifi, and I really want to play the DLC...

You can use the save editor to get all the dlc you want.
The quests are easy, there is a box on the guest tab to change the status of your quest. One of them makes the quest available. And there is even on to put your quests "in progress" in case you want to redo them.
Also, the characters are easy too, there is a box with the list of characters and checkboxes to add them to your game that way.
AND, there is a tab to change the items in the wifi shop to whatever you want.
