Dragon Quest III patch

I've been looking and looking for a proper patch for DQ3 so I can play it on my SNES mini and I can no longer find it

There was one link that had it but it expired and I am wondering if anyone can link me to one that has that specific patch with the PRESET ID 0000 and Extra Byte 03?

The DQ Translations patch will supposedly work with RetroArch on SNES Mini.

Yes, RetroArch is used in conjunction with hakchi2 as an alternative to Nintendo's stock emulator. I never modded mine and don't really know how to set it up though.
