It says it's sent. Try going to the main area of Swapdoodle, and tapping "SpotPass Delivery Check", then let it go through.

I got it but when I clicked it it said there was an error. Figured it would for me...
I swear I set everything up correctly though...

1) What firmware is your 3DS?
2) Just for clarification purposes, does the doodlebomb foler contain "otherapp.bin", "initial.bin", and "rob.bin"?

It's at 11.4 and yes all files are accounted for.
I just saw a video of a guys saying it works for even 11.4 so wtf...

Okay, is the otherapp.bin the right version for your 3DS?

And what error do you get when opening the doodle? If you do it repeatidly you can actually get a meaningful error like "doodlebomb\initial.bin missing"
