If you look around, they all say that they are for the latest firmware, whatever that is, is this just to make sure you buy the latest one or does Nintendo block previous ones with every update?

Carts can have updates put out to update them for newer version than they shipped prepared for... the issue is like 9/10 flash carts will not give an update in the hopes that you'll just buy their new model repeatedly. This is why we only suggest a limited number of flash carts.
