As of Pokemon gen 7 it is possible to build a team with your chosen moves, EVs and nature and perfect IVs. But building a legit team requires players to spend time doing repetitive tasks. I imagine most competitive players think this is a waste of time. It will be a lot faster to use a save editor to build a legal team on a hacked Switch then trade it to an unhacked Switch to play online and enter tournaments.
Hackable Switches are becoming rarer these days due to owners hanging onto theirs and others getting bricked. At the time of writing, the only publicly available exploit is the bootrom bug. There are apparently other exploits getting worked on.
