I want to install a brawl save file using the savegame installer. So do I need a previous brawl save file on the wii before hand or can I just install the save file without any previous data?

If you use save game manager (The updated version of save game installer) then yes you do just start brawl and it will create a save. But i have never used save game installer or extractor so i cant tell you for sure.
