ROM Hack Discovering Harvest Moon - Welcome to the wind bazaar

Hi, I'm not a good hacker but I wanted to search how to translate Harvest Moon Welcome
to the wind bazaar.

so when I unpacked HM I saw .bin files (I was searching how to translate the game)
I opened them with Hexplorer and saw something weird.
Codes that look liked crops

Is there a way to open these codes as normal looking pictures ?? with a
special Hex editor. Should be nice if I could change the Tiles or rip them.

Found something better I opened a bin file in tile molester
then some searching and now I found this:

It's the Farmer without hat an made in layers. The problem is that I dont know how to get the pellate
in pokemon hacking you can find it in hex. But some stuff have pal.bin files and some don't.
so how to get the pellate for TileMolester
