Hacking Did I miss anything?

I really can't answer for what voltage they are supposed to have. As, I have no clue. :/

And it sounds to me like the whole board could be shot. I would try getting a new circuit board off eBay or ask someone on here in the trading forum.

It's just very odd how it won't turn on anymore...

If the fuse has continuity, then it's good. This is not a fuse problem.
Your problem is still most likely a screen connection issue.
Did you check all cable connections? -Sometimes the cable appears to be inserted correctly but is not making proper contact.
Are all clamps in good condition and securely closed? - Damged clamps will not provide adequate presure on the ribbon contacts.
Is your bus wire in good condition and properly positioned? - Inserted right way up into top clamp and sitting properly in case well.
Something is stopping the communication between your screens.

wouldnt the power lights still come on if one of the screens is unhooked? All the ribbon cables looked fine, I will check them again though...
 
I have just taken the back off my old DS and disconnected the bottom screen.
When I pressed the power button, I got a green power light and the system "booted" as usual, but the bottom screen was blank(white). Charges ok.
I then reconnected the bottom screen and disconnected the top screen.
Now when I pressed the power button, I got a green power light for about 1 second then the bottom screen flashed white before the whole system shut down.
BUT it still charged as normal - solid orange light.

Not sure why you're having the charging issue but you should be able to get the system working ok, even with a blown F1. (As long as your battery still has some charge).
Blown F1 will prevent you from charging and the orange light will not come on at all.
