Gaming Dexys distribution question

Hello everybody, just a question, hope it's not against the rules of this forum

i'm trying to run a dump of this cart in my DS, but when it starts up it says: "Deoxys distribution not available now"
does anyone know if there is some sort of time control in the game preventing the distribution from running at different dates from the ones the original event took place?

You need to set your DS to one of these dates:
