Hacking Devmenu through XCI game?

My buddy comes by today and his console got banned before he could download Pokemon Quest.
Is there perhaps a way to start it in conjunction with an XCI game?

Would love any assistance!
 
You can download Pokémon quest while banned, I’ve done it myself. Go to the eShop website, sign in, and go to the Pokémon quest listing, click buy/download and it will start downloading to your switch. If it doesn’t start downloading automatically, go to profile (your icon at top left of home screen), then profile settings, then Update Download Progress (thanks to @Draxzelex for the name of it).

The phrase you are looking for is "Update Download Progress"

There is a patched version that works with bayonetta, have a Google search, I got it via a YouTube video.

What's his donor game?

It’s not a donor game, it’s an installed version of DevMenu, most likely meaning that she has achieved packing to nsp file. Also, there is already a thread dedicated to this (the one called Rei teases ReiNX).
 
I had the same problem minus being banned. I just didnt wanna get banned just going online to get PQ so I installed it via tonfoil and slapped SXos dev menu Folder in ROOT sd and boom Dev menu pops right up after installing of pq through tinfoil. (It also promps me to update but I just click the button up top to proceed to software)
