Ok. Let's go through this slowly...
AR3DS requires O3DS on FW 7.x+ with 9.2 browser installed. Once you have the above requirements you just have to scan the QR Code with your O3DS to activate a code. Come on, it's written in the OP.
GateShark requires GateWay. Obviously.

his new site's dukesrg.dynu.com (http://dukesrg.dynu.com/3ds/go2.html , it's the camera app icon)

name, offset beginning, offset end. Though I don't know why the URL has it as 00000014 and 00000018 instead of 14000000 and 18000000

no it just opened a page in the browser
then i pressed home suspended the browser and launched the game with the browser suspended

You are suppose to be already in-game. Then you suspend the game, scan the QR code, let the browser crash, then go back in-game.
