Wii Preloader stuck

Hi! so I bought this Wii from marketplace, and when i turned it on it just showed the preloader menu. What should i do?

Hey everyone,
I have a Wii with a DMS Chip, and i have the D2sun modchip. It says i need to short jumper 1, how do i do this? thank you
