Because it's an incredibly complicated system. You need a PC with a lot of power to run even the fastest emulator on PC. An ARM11 isn't gonna cut it.

For L2 and R2 it seems easy, just do what the PSP stuff did, the Dpad is the Dpad and the Analog stick is up for L2+R2, right is R2 and left is L2, it would work.

Plus it would already be figured out for the new 3ds...

How many times do I have to repeat myself? What if you wanted to use L1/L2/R1/R2 and the dual analog sticks at the same time?

Yes for about 15% of Saturn games do work perfectly on Yabause but a hello of a lot more don't.

Um, get a circle pad pro or a new 3ds...
The old 3ds doesn't have enough buttons for full analog...

Apparently according to some idiots on here the 3ds is a super powerful machine capable of playing emulators that top end PCs struggle to emulate seems like teampleb and me are the only intelligent people here

Just needs a little optimization, saturn was the weakest of the 3 consoles. If you say a ps1 emu is possible and maybe N64 then obviously it can be optimized for the 3ds. Sure maybe it will be like a slideshow with low frame rate and muddy textures. But it is possible

Yep, still have mine. I had a ps1 emulator on that as well.
