For others crystaltile2 is a superb rom hacking app that has several DS oriented features. Here is the old release (a couple of weeks ago)

It also features a translation (see the posts from cory1492 in that thread) which is included in these releases, I am not sure if it will account for every last string but it should take care of most of it. See the thread for a more detailed explanation of what you need to do (it uses the codepage of the machine to determine what file to load).
Features include support for many of the common file formats found in the DS (graphics, sound, text and packing (narc) as well as the file system itself)
One of the most full featured tile editors (custom tiles) out there which coupled with the support for layout files..
Compression support
Text support with a hex editor able to use tables and with built in support for multiple character sets (including shiftJIS)
ASM support (ARM7 and ARM9, THUMB and ARM modes naturally).
Changelog improved translation/explanation.
11 Hex flag compression (both extracting it and recompressing it) now supported. Compression is often signified by a flag at the start of the file, in DS roms this has traditionally been 10 but now flag 11 which is slightly different and found in a few new games is supported.

NEF expanded symbol library
NEF was added a few weeks back, it is used by no$gba amongst other things to help debug. It is essentially a list of asm commands and what they actually do; "mov r1, 11" means very little but with the right knowledge it could tell you it is about to trigger something, similarly a lot of stuff is mapped to the memory of the DS and like above a read/write to one of these areas means something. This is what nef files allow you to do.
