Creating Wii U Game Discs

If the Wii U's dev portal was still around and you made an official game for it, would Nintendo make a disc or just put it on the eshop? If they put it on the eshop, what would it take to get them to mass produce discs of it?

Well as the eshop has been shut down for several months that is not an option. And if you want a game you have made on a WiiU disc you need to pay Nintendo a shit load of cash to manufacture the discs.
