Is there a program known to improve the performance of the CPU because my BIOS is not compatible with my motherboard and hence my Intel Core 2 Duo at 2.8Ghz is showing 4.4 on windows experience. Maybe an external program can change some settings (like speedstep which isnt in my BIOS) so as to improve performance

EDIT: The mercury website (that manufactured the motherboard) does not have new drivers for my motherboard and the last processor with socket 775 it supports is 6700 (or similar).
The reason for the incompatibility is through action center which gave me the following error though i have no issues besides the low rating from windows experience and slow emus such as desmume.

Is my motherboard truly incompatible with the CPU or is it that the CPU is just weak?

Sidetracking: Can i overclock it? and from 2.8Ghz to how much without requiring further cooling as the temp hardly rises above 46.2 degrees. But strangely on rightmark cpu clock utility, it says each of my core's clock is around 1.7Ghz. Is this fine too?
Is there anyway i can tune the processors with rightmark?

What? Are you saying your CPU is not compatible with your motherboard? That's kind of a big no-no in general. Or are you saying that your motherboard does not have many CPU tweaking options in the BIOS? What kind of system and mobo are you running exactly?
 
Try updating your bios. We can't really help you, you'll have to give more info on what your problem is and what motherboard you have.

download speccy (see attached link below), install it, run it, and wait for it to check all your specs, when it's ready click "file -> publish snapshot... -> yes" and copy paste the link here.
