Hacking Could we install the homebrew loader as .cia ?

So well here's the thing, I'm using a 4.5 3ds with a gateway since a long time now but the homebrew launcher seems like a convenient thing so what I'd like to know is if we could install it through .cia and launch all of our homebrews through it ?
