Assuming your on Windows

Click start
Click My computer
Right click the drive you want to convert
Select format
Under file sytem select FAT32

WARNING formatting anything will delete all data held on it. Make sure you backup all your data before formatting.

Windows limits the maximum size of FAT32 tile systems to 32 gig max. If its above 32 gig you'll need to find other tools.

Backup your datas and try "NTFS to FAT32 Converter" with the "Convert NTFS to FAT32 without Losing Data" option. The Free Edition is "Limited functionality" to 8 Go. (NTFS to FAT32 Free Edition can work on Windows 7/Vista/XP/2000/2003/2008, but it only supports converting the NTFS partition maximum 8GB to FAT32. The paid editions can convert NTFS that is larger than 8GB to FAT32. Also, you can use the Free Edition to convert any FAT, FAT32 partition to NTFS and no limitation)

Please have a look at this forum it shows an interesting fact you may want to consider when formatting to FAT32 make sure cluster size = 32k :) The app they are using is called EASUS Partition Manager and it's free for home use (x86x64). I know you want to convert but you can only convert FAT16 to FAT32 w/o data loss.

There is no way to convert it back to fat 32 unless you format all the drive, but this you will loss all your data, you can try this NTFS to FAT 32 converter, it is free download, and you can use to demo edition to experience, the demo edition only support 8GB partition to convert, I am the video game fans so recommend this software.
