Connecting PS4 to PSTV issue

I have a PS4 controller, and when I try to connect via USB that it comes with it does nothing. So then I try to find another USB cable it doesn't work, so then I try to connect via Bluetooth it doesn't connect. So is my controller broken? The answer is no cause I used it both for my PS3 and PS4, however when I plug my PS3 via USB it just works. So then I connect PS4 again via Bluetooth using a PS3 controller to navigate to settings. But the massive caveat is that it has huge input delay which is not great for speedrunning. So any answers on to why my PS4 controller doesn't connect via USB and Bluetooth? I ideally want to connect via USB.

do you have CFW on your VitaTV? I'm pretty sure there's a plugin that makes DS4 controllers work properly

I did that, but the PS4 controller doesn't connect to it immediately on startup I have to use my PS3 controller to go to settings bluetooth devices and connect it there which is really annoying. And tried to connect it via USB that doesn't work, however using that plugin does help a lot with the input delay. There's still some input delay but it's a lot more tolerable.
