No. Neogamma also works with discs which is why it uses that terminology. The new feature should work from the disc image on the hard drive too, I think. Basically, when choosing to run the game, the loader searches the image and finds all the .dol files and asks you which one to load, basically doing all the Wiiscrubber steps for you.
