You can install Cydia through redsn0w which can be used offline.

Not sure if that is what you mean though.

You can install Cydia tweaks and themes (among other things) without wifi using Cyder 2. Although the jailbreak must have installed afc2add (I think Greenpois0n does that automatically)

Loader is what you use to install Cydia.
