KTM won't download the update file from the internet, would take too much time. It will be a single special file (for your 3DS model) that you'll have to download on "that iso site", that file contains the .cia inside it. Then once the downgrade is finished, just setup emunand and use fbi to install your cia...

If you want to do something else than downgrading or downgrade below 9.2 with KTM, you'll have to make the update file yourself, it's not hard but requires some basic hex editing skill..
