The only conflict is that both commits introduce a new QHBoxLayout in src/citra_qt/configure_general.ui with the same name (horizontalLayout_7). Just rename one of those and it merges without conflicts. Thats just a naming issue, it doesn't affect any code.
I get 2 merge conflicts in both configure_general.cpp and configure_general.ui. From what I understand, both screen layout and language options occupy the same position in the configure window and I have to edit the code to accommodate for both. In configure_general.ui the horizontallayout_7 is for both options. I'm not sure what you rename one of them. You mind posting a screenshot of the configure window in citra with both options.

Well, frame skip dosent work (video) and i doubt it will for a long time and if we try to get this working it ould be key in playing roms. also when i put frame skip on it speeds up the audio 2x.
 
Let me point out:
One, Filtering may cause crashes, even in Pokemon
Battle transitions will crash still (Believe CROs get executed then however sometimes fail, on older builds the log showed when they were executed)
Using layout_option=4 in qt-config in Leo626s build gives a nice 4x top screen and 1x small screen!
 
but, why ?
runs off an interpretor, so it sends instructions one at a time however that is how an emulator is made so the devs can maintain accuracy. Merrymage is working on a CPU JIT which should compile multiple instructions at once giving 5-10x speed boosts hopefully. Also some things aren't optimized. Some speed improvements however has been created such as improved vertex loading, and the way tex fowarder renders/caches surfaces.

long time lurker here I have finally created an account.
I was able to build leo's build for Linux (Arch Linux testing in my case) after fixing a few issues in the source (that were already fixed upstream anyway).

If anyone is interested here are the builds (they are built with mtune=generic but non-static linking so not sure if they'll work for other distros):
