Is it safe to CIOSCORP my LU 64 Wii? I have no preloader or boot mii, do I need it??

I would say yes if you gonna mess about with the IOS's

read the readme that comes with v3.5

yes of course. this question really was answered so many times. if you are on to softmodding then these two apps are essentials.
