Hacking Cios Downgrader 1.2 question

I installed the homebrew channel and now need to Use Cios Downgrader 1.2 to get up to 3.2 im on 3.0

Everytime I try i just reboot the wii, do I need to use IOS51 Installer first or something else?

update using a disc ,i use pal mario kart then downgrade to 3.2 and install starfall

Doesnt have any disc with 3.2 on
