Hacking cIOS after downgreading

Wii Preloader stuck

Hi! so I bought this Wii from marketplace, and when i turned it on it just showed the preloader menu. What should i do?

I had downgreaded from version 3.3 to 3.2u I use backup launcher gamma so my question is do i need to reinstall the cIOS?

Also if I uninstall the cIOS to install the new ones the wii work again with the nintendo IOS?
