Edit: resolved problem of USB Loader GX not seeing my disks when loader IOS set to anything other than 58 or 251(58). Was connecting the disk not to USB port #0.

In the USB Loader GX I need to change the loader IOS to 251 in order to have my external USB FAT32 (hidden partition) disc to be seen. Also the Game_cIOS needs to be set to 251 otherwise the games don't load - black screen then returns to USBloaderGX main menu. I imagine 251 because it is based on 58 that has USB2. Most of the SysCheck dumps that I have seen in posts from various users have the "USB 2.0" string following "NAND Access" for the IOS 249/250/251, I don't.
How come? Do I need to take some actions? If yes then what must I do? Or I can stay with my current configuration. From what I understood the "best" IOS to use for the Loader is 249 (Game cIOS - Auto), which in my case doesn't recognise the HD.

Longer story:
Recently the press started again running the story about the WiiU consoles loosing the NAND contents if not powered for some time. So after some really long shelf time I have decided to power up my 5.5.1E WiiU: Haxchi + WiiU games on the SD + vWii games on USB FAT32 HD (hidden partition).
Have decided to upgrade to Aroma. Removed Haxchi, removed all from vWii. Upgraded to 5.5.5E. Installed SDUSB (ISFShax). Reinstalled vWii USB Loader GX but it stopped seeing the USB disc. So started playing around: originally my cIOS were d2x-v10beta53-alt-vWii so I reinstalled 249/250/251 d2x-v11beta1. Was not seeing the disc. Finally when I set the USB Loader GX main cIOS to 251 I started seeing the disc and had to set also the game cIOS to 251 to be able to play them.

Your hdd may not be as compatible with v11 beta 1 as it is with v10 beta53, thus requiring base 58.

Try installing v10 beta 53 to 249 and 250, and leave your 251 as is using v11 beta 1

You may also want to try a fresh install of gx, but not sourced from oscwii.org as it's meta.xml has some issues for now resulting in some arguments/settings not being saved (like start up ios). Grab it from wii.hacks.guide or github directly or @blackb0x 's signature

Try installing v10 beta 53 to 249 and 250
Originally I had the v10 beta 53 alt (I think beta 53 exist only as alt). And USB Loader GX was failing to initialize the disk.
You may also want to try a fresh install of gx
Originally had the 3.0 r1260 version and yesterday has changed to to the latest from Github (v3.0-r1281).
As reported in my original message, the only way to get ULGX to work was to set it's loader IOS to 251 (and Game IOS to 251).

I'll try again with your suggested changes and will report.

By chance do you know what does the text "USB 2.0" at the end of SysChecks vIOS lines mean?

d2x v10 beta 53 alt on all three 249/250/251 with ULGX 3.0 r1260 loader set to 249 and same disk was working for months before update to 5.5.5E, before Aroma install, with Haxchi.

I thought u had said v10 beta53 alt was working before? That's the only reason why I suggested reverting to it, as it is very different from v8-final, v10 beta 52, and v11-beta1 which are all extremely similar (which is why "alt" is in the name for v10 beta 53 alt). As a result the alt cIOS may have unique device compatibility traits even if it's less ideal all else being equal.

In the syschecks I've seen "USB 2.0" is not listed under cIOSs (only IOS58) so I wouldn't worry about this.

Ultimately if you have access to a dif USB you should be able to get it working using the standard recommended set-up. Unique cIOS configs are generally only needed for unique scenarios like trying to get a less-compatible drive to work as best as it can (formatting the drive as wbfs instead of fat32 is another way often used to increase compatibility with obscure usb drives)

Are all you games currently working using cIOS251[58]? I imagine you may run into some that don't work properly, but if not, there's no real problem, right?

That's correct. In 5.5.1E with my old Haxchi HB setup, but before I installed Aroma + ISFShax + 5.5.5E

Are all you games currently working using cIOS251[58]? I imagine you may run into some that don't work properly, but if not, there's no real problem, right?
At the begginng I thought all was working like with Haxchi using 251(58). But after some quick tests no, not all games that I have on the USB disk load. For instance Just Dance 2016 freezez on a black screen (need to unplug power to resolve).
Ultimately if you have access to a dif USB you should be able to get it working using the standard recommended set-up.
Will try this evening with other USB HDDs and with WBFS. And yes, I use the Y splitter to provide power supply to them.

Oh my, am ashamed to admit my error....

So I tried with a yet another USB disk and the behavior was the same. ULGX was seeing the USB disk only when I set the Load cIOS to 251 (or 58), and the games loading was dome by 251.
But then I started to have doubt which of the back USB ports is port #0. Turns out I was connecting the Y cable ends reversed!
The data USB connector needs to be connected to the upper USB port and the USB power connector to the bottom port (WiiU lying horizontally). And voila - both disks were recognised by USB Loader GX with cIOS 249(56) for Loading and Auto for Game (dx2-v11-beta1 and ULGX 3.0 r1281).

Note to other users having trouble with USB Loader GX not seeing disks - check if are you connecting the disk to port #0.
