Hacking CIA to legit CIA spoof

With some cias being spoofed to 4.5 couldn't we spoof any cias to legit cias?

I really think we're going to need a new sticky explaining legit .cias, except you'd think with only like a dozen games in this format it wouldn't even be such a hot topic.

I've read briefly about preinstalled cias and I know where the subject goes which isn't what I'd like to talk about lol. What about the region of the game it self

No because the ticket in the CIA is signed and you cant swap tickets because the game wont run
and as for regions you can only use a US CIA on a US console
