Homebrew CIA not working

ok so I manage to downgrade from 10.3 to 9.2 n3DS. I have installed rxtools and can auto boot to it with emunand. Problem I have is any cia I install with FBI in rxtool in emunand gives e a black screen and have to reboot.

I'm sure I did the unlinking and I can't see installed cia on sysnand.

Any ideas on what's going ?

I tried two VC cia files

Edit: Figure out GBA VC cia's on n3DS on 9.2U on sysnand are not currently working, But other cia's are working in emunand such as roms and rom hacks.
