ROM Hack CIA Editing - Help Appreciated :)

OK, so after a long battle, I got everything set up to bring my own cia files onto my 3DS and play games from my past. I've found that making my own, sometimes the files don't play properly or there's an issue. I've located cia files others have made, but I don't like the art and text used, it doesn't look very official. Was wondering if there was a programme where by I could edit someone else's text and art for a cia file, but still use the actual file they set up? If that makes sense.. It's niggling at my ocd. lol
