Hacking Checking version numbers for Wii U ,game updates

If I have a downloaded Wii U game update from the NUS CDN in encrypted format (*.app, *.h3, title.*), is there a way to check the version number of the update?

Similarly, is there a way to check the latest version number of an update from NUS?

Goal: to determine if I have the latest set of game updates without just blindly downloading them.
