ROM Hack Cheatdatabase

I have the USRCheatdatabase from GBATEMP. And I try to add the random code for soul silver. So I downloaded a program so I can add cheats. But if i put the USRcheat database on my R4 I can't get to put cheats on/off on soul silver. Does somebody know why this is and how this could work well??

make sure GAME and and CHEAT is ENABLED
