ROM Hack Changing Title ID of an CIA

Is it possible to change the Title ID of a CIA, allowing you to essentially install 2 of the same games on to your console?

EX: I want to be able to install Pokemon Rutile Ruby and Pokemon Omega Ruby on the same console.

Optional: If you want, you can also edit the TitleID of your game.
Open your DecryptedExHeader.bin in HxD, and check the Offsets on the Left, you have the TitleID on the right (Be careful, it's reversed):
