You could back it up, delete the save on the card, and but it back into the game

But then again the language would revert to the backed up one if you restore the save. In fact, my later installed games such as Pokémon X and my VC injections don't display on my JK's Save Manager list, and thus I am unable to backup or restore these.

Have you tried refreshing the list?
The gamelist won't show the newly installed games unless you refresh it.

There's an option in JKSM.
"Refresh games" or something at the main menu, along with other thing like cartridges and cia.

Just use a Save Manager and edit the language with PKHeX

There are two ways to change your language without restarting.
PKHeX export/change language/import
EventAssistant (Includes a save editor that can change your language (No injection needed)

Don't you mean initializing/resetting save data? This is a term for wiping save data completely from a software.

Save manager to dump the save, then change language via PkHex. done.

No need to lose your save fam

Dump your save using your favorite save backup tool. Open the save in pkhex. Go to Trainer info and change the language to whatever you want. Click ok and export the save. Put your sd card back into your ds, backup your save again in case something broke, then import the modified save you made.
